Warning to the fintech & compliance community - bougainvilleofa
We’ve come across bougainvilleofa - a site claiming to represent the Bougainville Offshore Financial Authority and offering financial licenses (including crypto/VASP/fintech) for international applicants. The messaging on the site is polished, but there are serious reasons to exercise caution:
Domain concerns - the website domain was only recently registered (around November), which is unusually new for a credible financial regulator.
Regulatory legitimacy unclear - despite press releases claiming a “launch”, there is no widely recognized statutory financial regulator under this name with a published legal framework, and no clear independent authority confirming its licensing regime.
Without an established, recognized regulatory framework or clear government publication, relying on such licenses can expose companies to banking de-risking, compliance issues, or misinterpretation by counterparties.
In a space where trust and regulatory clarity are paramount, make sure you validate any jurisdiction’s licensing authority with independent sources - including published legislation, credible government registries, and recognized financial oversight bodies- before engaging or paying fees.
