The Superintendency of Banks of Panama has officially confirmed that Kunaisa / Kunaisa License (kunaisalicense.com) has never held any banking or fiduciary license and has no authorization to conduct banking or trust business in or from Panama. Any financial license or authorization issued by Kunaisa carries no regulatory standing in Panama or any other jurisdiction.

In early 2026, a website operating at kunaisalicense.com began presenting itself as a legal and official authority of the Government of Panama, claiming to be empowered to issue and promote financial licenses to international organizations. The entity attracted attention across financial services channels, with a number of news outlets and service providers referencing it as a new Panamanian licensing authority.

Zitadelle AG received client inquiries about Kunaisa and submitted a formal written inquiry to the Superintendency of Banks of Panama to obtain official clarification of the entity's regulatory status. The Superintendency's response is published in full below.

The Superintendency confirmed that Kunaisa has no current authorization and has never had any authorization under any category โ€” banking, fiduciary, or AML-supervised under Law 23 of 2015. The entity does not appear on any official list of supervised entities maintained by the Superintendency.

Dear Sirs,

Through this means, we refer to the communication sent by email, in which they state that they have identified a website called https://kunaisalicense.com/that presents itself as a "legal and official authority of the Government of Panama, supposedly empowered to issue and promote financial licenses to international organizations."

In response to your request, we would like to emphasize that the Superintendency of Banks is the supervisory and regulatory body for entities that conduct banking business in or from the Republic of Panama, as well as for fiduciary businesses conducted in or from Panama. It also supervises other financial entities, exclusively with regard to the prevention of money laundering, terrorist financing, and the financing of the proliferation of weapons of mass destruction, pursuant to Article 1 of Law 23 of 2015 and its amendments.

Regarding your inquiry, we inform you that "KUNAISA LICENSE" and/or "KUNAISA" do not have, nor have they ever had, any banking or fiduciary license, and therefore lack authorization to conduct banking and/or trust business in or from the Republic of Panama, and are not among the other obligated entities supervised by this Superintendency, in accordance with the provisions of the preceding paragraph.
