1. Activity License (Tegevusluba)

Tax Regime — 6% GGR

Estonia imposes a 6% Gross Gaming Revenue (GGR) tax on online gambling activities. This rate was increased from 5% to 6% via December 2024 legislative amendments, effective from 1 January 2025.

GGR is calculated as total wagers minus prizes paid. The tax is payable monthly to the Estonian Tax and Customs Board.
